Sen. Steve Glazer on Tuesday, Aug. 30, laid out his vision for putting hundreds of thousands of California State University students on the pathway toward four-year graduations.

One of the more significant higher education reforms in recent years, Glazer’s “California Promise” bill (Senate Bill 412), was approved 39-0, and now awaits the governor's signature.

The Senate approved Senate Bill 412, Sen. Glazer's "California Promise," 39-0 on Aug. 30, sending the bill to the governor. The bill requires the California State University to establish, by the fall of 2017, "Promise" programs on 15 campuses for community college transfers and eight campuses for entering freshmen. Participating students must take 30 credits per academic year and maintain a minimum grade point average. In return, they would get priority registration and enhanced academic advising.

Sacramento, CA – The Assembly on Tuesday overwhelmingly approved Sen. Steve Glazer’s groundbreaking legislation to smooth the way for California State University students to graduate in four years.

Senate Bill 412, establishing the “California Promise,” proposes to boost CSU’s 4-year graduation rate which, at 18.6 percent, is 25 percent lower than the national average for comparable public universities. Some CSU campuses’ four-year graduation rates hover at or below 10 percent.
