California Building Fees Database

This database is a live document that allows the public to see and compare the fees California local governments, schools and special districts charge to the builder of a typical new single-family home.

The state has a housing affordability crisis. Local permit and impact fees are a major contributor to the cost of new housing. This database quantifies that cost and breaks it down to show the individual fees that make up the total. The average of all jurisdictions for each fee is listed at the bottom of the page.

Readers may see the entire database by using the scroll bars to scroll up and down or left and right. You may also expand the database to its full size using the “larger version” button on the bottom right of the page.  The user may also sort the data alphabetically by city or by the amount charged for a particular fee, or a city’s total. The entire data set is downloadable.

Not all fees listed are set or collected by the city that issues a building permit. Many of the fees are charged by schools, water and sewer districts and other local governments.
