2026 Legislative Package
SB 479 – Homeless Multidisciplinary Teams
Senate Bill 479 allows local health jurisdictions (Berkeley, Pasadena and Long Beach) and the City of Oakland to establish homeless adult and family multidisciplinary personnel teams to connect homeless individuals to housing and supportive services and allow for information sharing across departments to better coordinate care.
SB 692 – Abandoned Vehicle Abatement
Senate Bill 692 will make it easier for local governments to remove abandoned vehicles that pose an imminent health and safety hazard.
SB 762 – Tax Authorization for City of Hercules
Senate Bill 762 would allow the City of Hercules, San Pablo and other California cities to place a sales tax measure on their local ballot.
SB 948 – Firearm Certification and Training
Senate Bill 948 would require a person who moves into the state and transports a firearm to obtain a firearm safety certificate, as currently required for California gun owners. It will also require starting in July 2028 completing an 4-hour training course in order to obtain a certificate.
SB 1166 - AC Transit Labor Dispute Resolution
Senate BIll 1166 would move AC Transit employees under the jurisdiction of the Public Employment Relations Board (PERB) to adjudicate Unfair Labor Practice charges, in line with most major transit agencies in the state.
SB 1218 - Illegal Dumping Accountability
Senate Bill 1218 would require the Department of Motor Vehicles (DMV) to refuse to renew the registration of a vehicle if the registered owner has outstanding illegal dumping fines.
SB 1257 - Reports on Immigration Enforcement Incidents
Senate Bill 1257 would require the Attorney General to publish an annual report on immigration incidents and activities that occur in California, helping shine a light and hold accountable improper ICE activity.
SB 1299 - State Fire Marshal Fire Suppression Education and Training Safety Act
Senate Bill 1299 would strengthen certification, registration, training, and oversight requirements for individuals who install, alter, repair, inspect, test, maintain, remove, or service water- and chemical-based fire suppression systems in California.
SB 1330 - Utility Worker Protections
Senate Bill 1330 would create penalties from utility workers who experience threats, assault or battery while on the job, similar to protections afforded to other essential workers.
SB 1383 - Protecting Local Labor Standards
Senate Bill 1383 amends the State Density Bonus law to prevent jurisdictions from waiving locally adopted labor standards.
SB 1400 - Alameda Health System Governance
Senate Bill 1400 would modernize the governance structure of Alameda Health System (AHS), providing Alameda County with enhanced flexibility to improve oversight, operational efficiency, and fiscal sustainability of local public hospitals.
SB 1408 - Contra Costa Transportation Authority Tax Reauthorization
Senate Bill 1408 authorizes the Contra Costa Transportation Authority (CCTA) to place on the ballot a renewal of an existing countywide sales tax to fund transportation improvements, sunsetting on January 1, 2045.

Senate Joint Resolution 8 expresses support for the Renewing Immigration Provisions of the Immigration Act of 1929 (Registry Act) in Congress that would create a pathway to citizenship for undocumented people who have lived continuously in the United States for at least seven years.

Senate Resolution 71 expresses the Senate’s commitment to advancing housing strategies to create homeownership. It recognizes the importance of affordable homeownership in strengthening California’s economic future, promoting racial and economic equity, and building intergenerational stability for working families.

Senate Bill 9 ensures that state laws to encourage Accessory Dwelling Units (ADUs) are enforced. ADUs now account for 1 in 5 new housing units constructed in the state.
